Charles Townley received a doctorate from the University of Michigan, with additional graduate degrees from the Universities of California and Oklahoma. He was division director of the Heindel Library, Pennsylvania State University at Harrisburg from circa 1980 to circa 1990 and was an advocate of increased use of technology by libraries.
